Elmer "James" J. Shirley, born on June 13, 1935, in Streator, Illinois, passed away peacefully on March 21, 2026, at Burlington Hospital in Burlington, Wisconsin. He was 90 years old. He was born on June 13, 1935 in Streator, IL. The son of the late Frederick and Dorothy (Craig) Shirley. On March 22, 1974 he was united in marriage to Patricia E Phillips who preceded him in death on May 23, 2024.
Elmer “James” led a life marked by dedication and service. He honorably served his country as a member of the United States Army, an experience that shaped much of his character and commitment to community. He dedicated much of his time as both an elected official and a volunteer to the villages and communities where he lived both in Wisconsin and Illinois. After moving to Wisconsin Elmer "James" was never one to shy away from letting people know he was, and always would be a Chicago Bear fan, either by the hats he wore or the big Bears flag he flew in front of his home
He is survived by his son, Michael Shirley, and his wife, Jacquie; his stepson, Clayton Duncan, and his wife, Julie; and three stepdaughters: Deanna Sisco and her husband Tim Reil, Jodie Ball and her husband David, and Stacey Duncan and her husband Tom Mansell. His siblings who survive him include his brother David Shirley, Ronald Shirley and sister Linda Hoffman, as well as his sister-in-law Sandy Shirley.
Elmer "James" was preceded in death by his beloved wife, Patricia Shirley, his son Jeffery Shirley and his wife Kathy.
Throughout his long life, Elmer "James" touched many with his kindness, strength, and unwavering support. His passing is a profound loss to those who knew him, but his legacy of service and love will remain in the hearts of his family and all who were privileged to know him.
He will be remembered with great respect and affection.
Private family services will be held. The Haase-Lockwood & Associates Funeral Home and Crematory of Twin Lakes, WI is honored to serve the Shirley family. Memorials in his name may be made to the American Cancer Society or Wounded Warriors Project
